Assemble these first. A complaint that opens with the identifying numbers gets routed; one that opens with how long this has been going on gets a template reply.

You can, and you should — but also press the sender, because the contract is with whoever booked the consignment. For an e-commerce order, the seller has the account relationship, the leverage and usually the risk of non-delivery under its own terms. In practice the seller can often get an answer from the courier in a day that would take you weeks.
Is the National Consumer Helpline worth using for a courier complaint?
Yes, as a free intermediate step before a consumer commission. It is government mediation on 1800-11-4000, it costs nothing, and it frequently moves a private company that has been ignoring a customer directly. It cannot pass a binding order, so it does not replace the consumer commission — but it is worth a fortnight before you file.
How long do I have to file a consumer case against a courier?
Two years from the cause of action under the Consumer Protection Act, 2019, and the cause of action is usually the date of the failure rather than the date the courier last replied. There is no filing fee where the consideration paid is up to ₹5 lakh. Do not let a long, unresolved correspondence run the clock down.
