Reading the RoR front page (khatiyan)

The front page describes the holding and the person recorded as holding it. Items are numbered 1 to 6 on the record. Values below are illustrative, never a real person’s.

Reading the plot schedule — kisam and the acre-decimal area

The back page lists every plot in the khatiyan, one row each, in columns 7 to 12. The area is where most readers go wrong.

The same resolution cut more than 750 kinds of swatwa to four: rayati / sthitiban, pattadar, dharmanusthan and amrutamanohi. A committee is mapping old names to new district by district, so the older name on your RoR is not an error.

What an RoR is not

An RoR records who holds each plot, under what right, and what rent they pay. It is strong evidence of possession, and the registration office will allow a sale where title flows from it. It is not a title deed. Entries follow registered deeds, inheritance and orders; they do not create ownership, and the Supreme Court has repeatedly held that a mutation entry confers no title. The Bhu-Naksha map site goes further and says its maps are “for the purpose of viewing only” and “not meant for use in any legal purpose”.

A civil suit against a finally published RoR entry has to be filed within three years under section 42 of the Odisha Survey and Settlement Act, 1958 — which is why the date of final publication on the front page matters.

When it does not work

  • “You have been timed out of the website”

    Why: You used Back, Forward or Refresh, clicked twice, or sat idle. It can also appear on a very first visit before the session starts.

    What to do: Close the tab, open bhulekh.ori.nic.in fresh and go straight through without the browser buttons.

    Why: An old device without an Odia font.

    What to do: Use a current phone or browser, which render Odia without help, or install the font the portal offers.

  • The name is not in the tenant list

    Why: The list is in Odia and spelled as the record spells it — “Naeka” and “Nayaka” are different entries. It may also be recorded under a parent’s name.

    What to do: Search by khatiyan or plot number instead, from your deed or a rent receipt. Or scan the list by surname.

  • The plot is not in the list

    Why: Wrong mouza, or the plot was renumbered at a later settlement or consolidation, or split into sub-plots.

    What to do: Check the mouza in your deed, then search the neighbouring khatiyan. The Bhu-Naksha map shows current plot numbers.

  • You bought the land but the RoR still shows the seller

    Why: Mutation has not been done. Registration and mutation are separate steps.

    What to do: Look up the case under Case Status on the tahasil portal (dwistodisha.nic.in), case number in the form 20/2018. If there is none, apply at odisharevenueservices.nic.in.

  • An entry is simply wrong

    Why: A recording error, or an order that was never carried into the record.

    What to do: Apply to the tahasildar for correction under Rule 34 of the Survey and Settlement Rules. Objections are invited for 15 days; an order can be appealed within 30 days.

The area column has two parts: “E.” for whole acres and “D.” for the fraction. The four-digit D. figure is in hundredths of a decimal, so 0800 is 8 decimals and 0525 would be 5.25. One decimal is one-hundredth of an acre, 435.6 sq ft. The hectare column beside it is the same area in hectares.

What is kisam in the Odisha RoR?

Kisam is the class of land recorded against each plot — irrigated two-crop land, homestead (gharabari), orchard (bagayat), grazing land (gochar) and so on.
