TRAI and DoT — What Each Actually Handles for a Telecom Complaint
The most common mistake in Indian telecom complaints is sending an individual dispute to TRAI. TRAI regulates the framework; DoT runs the tools that actually act on fraud, spam and SIM misuse.

TRAI states that the TRAI Act, 1997 does not envisage the handling of individual consumer complaints by TRAI. Filing one of these wastes the whole period — it is closed on that ground alone.

What to have ready before you complain
Assemble these first. A complaint that opens with the identifying numbers gets routed; one that opens with how long this has been going on gets a template reply.
- Your mobile number or broadband account number.
- The docket number for every complaint, with its date.
- Screenshots of the spam or fraud message, including the sender.
- Call records showing the number and time, for a fraud call.
- The IMEI number and the police complaint, for a lost or stolen handset on CEIR.

Can I complain to TRAI about my mobile operator?
Not as an individual dispute. TRAI states that the TRAI Act, 1997 does not envisage the handling of individual consumer complaints by TRAI. Its role is to set and regulate the framework: your operator’s Complaint Centre first, then that operator’s Appellate Authority, both reachable free on 198. After that the consumer commission is the forum that can order relief.
How do I check whether a SIM has been issued in my name?
Use TAFCOP on the Sanchar Saathi portal, which shows the mobile connections registered against your identity document and lets you report any you did not take. It is worth doing once a year even without a complaint — a connection issued in your name and used by someone else is a problem you want to find before it becomes a police matter.
Where do I report a fraud call or a spam message?
Chakshu on Sanchar Saathi, which is DoT’s facility for reporting suspected fraud communication and unsolicited commercial communication. Take a screenshot showing the sender before you delete anything. Separately, register on Do Not Disturb under the TRAI Telecom Commercial Communication Customer Preference Regulations, 2018, to reduce telemarketing calls and SMS.
I already lost money to a fraud call. Is Sanchar Saathi the right place?
Report it, but not first. If money has actually gone, call the cybercrime helpline 1930 immediately — the chance of freezing funds falls away within hours and nothing else moves at that speed. Then tell your bank, and report the number on Chakshu so the connection can be acted on. Sanchar Saathi addresses the communication; 1930 addresses the money.
My phone was stolen. Can the network block it?
Yes — CEIR on Sanchar Saathi blocks the handset itself by IMEI, so the device cannot be used on any network even with a different SIM. You will need the IMEI number and a police complaint. Blocking the SIM alone does not stop the phone being used, which is why people who only call their operator are often surprised to see the device online later.
What is a docket number and why does everyone insist on it?
It is the reference your operator’s Complaint Centre issues when it registers a complaint, and the Appellate Authority will not admit an appeal without one. A complaint raised only in an app chat or on social media typically produces no docket number, which quietly closes the appeal stage. Ask for it explicitly, and write it down with the date.
